The 2007 national Ley De Suelo (land law) effective July last year constitutes a major change to previous national land laws.
A previous national Ley De Suelo (1992) was challenged in the constitutional courts resulting in the repeal of most of that law. The next national Ley De Suelo (1998) was in place until the new Ley De Suelo became effective in July, 2007. The new Ley De Suelo is being challenged because of the possibility of again being unconstitutional because of the autonomy given to regional governments under the Spanish constitution.
